The contract requires reconstruction and re-alignment of the Eastern Section of Tuen Mun Road between Tsuen Wan and Tsing Lung Tau, to meet current expressway standards. The works include widening of traffic lanes to expressway standard width, provision of hard shoulders and verges, construction of highway structures, and the associated environmental mitigation measures, drainage, slope and landscaping works.

With the upgrading of traffic lane width and the addition of hard shoulders at both bounds, road safety and the contingent measures upon traffic incidents are highly enhanced. Consequently, traffic conditions are improved in both directions of Tuen Mun and Tsuen Wan, particularly during peak hours.
