Management

The overall management of Gammon is vested in the Board of Executive Directors which is responsible for the strategy, policies, risk management and financial performance of the business, and is directly accountable to our shareholders Balfour Beatty and Jardine Matheson.

We operate a comprehensive business management system that provides a common platform throughout our different business units, providing a set of standardised and interconnected policies, procedures, practices and processes that help us deliver proper governance and ensure consistency, as well as reliability of delivery and performance.

Our Code of Conduct lays out our principles for business operations and details our commitments to ensure the rights of our employees, while our Core Values (Safety, Integrity and Excellence) define our work ethic and guide our workforce.

Ultimately, our goal is to deliver a high level of quality to our customers, not only of our built products and service outcomes, but also in the way they are delivered: reliably, safely and responsibly.

Kevin O’Brien

Chief Executive

Kevin joined Balfour Beatty, a shareholder of Gammon, in Hong Kong in 1996 and moved to Gammon in 2004 where he held a number of senior roles. Kevin was then appointed Chief Executive of The Jardine Engineering Corporation in 2018 where he was responsible for all businesses across Asia. He re-joined Gammon as the Chief Executive in 2021.

Kevin has over 30 years’ extensive management experience in the construction and engineering industry covering both the private and public sectors. Kevin is the Chairman of the Business Environment Council. He is also a fellow of the Royal Institution of Chartered Surveyors and a member of the Hong Kong Institute of Surveyors.

Ben Bury

Director, General Counsel

Ben joined Gammon in 2023. For more than 18 years, Ben has worked on the legal aspects of major construction projects in Hong Kong, Singapore and across the globe. He is qualified in Hong Kong, England and Wales and was a Registered Foreign Lawyer in the Singapore International Commercial Court. Prior to joining Gammon, Ben was a Partner in the construction team at a large international sector-focused law firm. He has been based in Asia since 2011 and has been involved in complex assignments across the region. Ben is highly commended in the legal directories and, in 2021, at the age of 38, Ben was named by Asia Legal Business on their list of the 40 best lawyers in Asia under 40. Ben oversees the Legal Department covering governance, legal advice, compliance, insurance, and company secretarial services.

Stanley Chen

Executive Director – Building

Stanley joined Gammon as a Graduate in 1996 and has progressed his career from site management, project management to this senior executive position. Over the years, he has demonstrated his professionalism and effective leadership in a wide range of challenging and technically complex projects. He is currently a council member of the Hong Kong Construction Association, a member of the Hong Kong Institute of Construction STEAM Alliance Steering Group, and a member of the Vocational Training Council Apprenticeship Training Committee.

Ian Choy

Executive Director – People and Culture, Corporate Communications and Administration

Ian joined Gammon in 2023. He has over 20 years of extensive experience in both strategic and operational Human Resources, as well as people, transformation and complex workforce management. Ian was previously with Jardines, in the property management and restaurant businesses. Prior to joining Gammon, he held a senior leadership position at McDonalds in Hong Kong. Ian actively supports the wider community in Hong Kong through his participation in various professional associations and government advisory boards. He is currently the Vice President of the Hong Kong Institute of Human Resource Management.

Paul Evans

Executive Director – E&M & Chief Technology Officer

Paul has over 35 years’ extensive multi-disciplinary design and construction project management experience in Hong Kong, Macau and the United Kingdom. Before Gammon, he held senior leadership roles for large-scale building, civil infrastructure, specialist MEP works, hospital and healthcare projects in Hong Kong and luxury 5-star design and build hotel and casino projects in Macau. Paul joined Gammon in 2019 and was appointed Executive Director in 2020. He is currently overseeing the E&M division; he is also the Chief Technology Officer responsible for Integrated Data Technologies, Digital and BIM business functions.

C C Hau

Executive Director – Civil, Lambeth

C C has been with Gammon since 1988. With over 35 years of experience, he has broad range of recognised capabilities in civil projects. He is a Fellow Member of Hong Kong Institution of Engineer and Authorised Signatory in Site Formation category with Buildings Department. He was appointed Director in 2014 and Executive Director in 2017, and now heads civil operations as well as Lambeth, the engineering consultancy unit of Gammon in Hong Kong. He is currently the Vice-President (Civil Engineering) of the Hong Kong Construction Association.

Eugenia Ma

Executive Director – Finance & Risk Management

Eugenia has over 30 years’ experience in auditing, accounting, financial reporting and risk assessment. She joined Gammon in 2021 as the Executive Director responsible for the finance and risk management of the company. Before Gammon, she held a number of senior finance roles across the Jardine Matheson Group, including Jardine Engineering Corporation, Jardine Restaurant Group and Hong Kong Air Cargo Terminals Limited.

Patrick Hou

Director – Foundations and CSD

Patrick joined the Company in 1994 and was appointed Director in 2017. He has wide range of foundation experience and is now responsible for managing foundation operations in Hong Kong. Patrick is an Authorised Signatory of Specialist Contractor in the Foundation Works Category with Buildings Department. He is currently a council member of the Hong Kong Construction Association.

Colin Tan

Director - Singapore

Colin has over 20 years' experience in the contracting field in delivering projects for both the private and public sector customers. Prior to joining Gammon, Colin held senior leadership role at a SGX listed building and civil engineering business. He joined Gammon in 2022 and oversees the Company’s business in Singapore. Colin is an active member of the construction industry community in Singapore and holds various posts to support the development of the industry.

Percy Chan

Director – Building

Percy joined Gammon as a graduate trainee in 1987 and was appointed Director in 2017. In his career of over 30 years, he has managed a wide range of building projects. He is an Authorized Signatory in the Category of Registered General Building Contractor with the Buildings Department and is now managing building operations in Hong Kong.

Kennedy Cheung

Director – Civils

Kennedy has been with Gammon since 1978 and has over 40 years’ experience in major civil projects in Hong Kong including tunnels and bridges. He was appointed Director in 2007 and currently manages civil operations in Hong Kong. He has previously been the Chairman of the Chartered Institute of Highways and Transportation, and is currently Gammon’s Technical Director on all Water Supplies Department contracts, as well as Technical Director for Foundation and Site Formation work categories registered under Building Ordinances.

Horace Chu

Director & Chief Information Officer

Horace was appointed Director and Chief Information Officer in 2017. With over 25 years of experience, he served a number of senior technology roles in Gammon and Jardines. Horace is responsible for the formation and execution of the Group’s overall digital information strategy. He also actively serves various boards and committees in the IT industry.

Brian Gowran

Director – Civils

Brian joined the company in 2004. Prior to Gammon, he was with Balfour Beatty and was placed under international assignment to work on projects in Hong Kong. Over the years, Brian has experience in managing and successfully delivering various challenging railway and airport infrastructure projects. He was appointed Director in 2019 and is now overseeing civil engineering operations in Hong Kong.

Sammy Lai

Director – Building

Sammy started his career in project planning and subsequently developed into a full-fledged project leader through a number of challenging and technically complex building projects. Sammy’s project delivery capability has been highly regarded by the clients and the industry, he was recognised with the Excellent Award for Construction Manager at CIC’s Sustainable Construction Award in 2018. Sammy was appointed Director in 2019 and is responsible for managing the building operations in Hong Kong. He is currently the Chairman of the Building Division of The Hong Kong Institution of Engineers.

Banson Lam

Director – E&M

Banson became a member of the company in 2004 when Balfour Beatty’s Hong Kong operations merged with Gammon’s. He was appointed General Manager of E&M in 2016 and Director in 2017. He has been working in E&M field for over 25 years and has ample experience in managing mega scale E&M projects. He is now overseeing the business of E&M division in Hong Kong and Macau.

Tony Small

Director – Health & Safety, Sustainability, Systems & Audit

Tony joined the Company as Operations Head of H&S in 2010 and was appointed Director in 2011. He currently heads the functions of Health & Safety, Sustainability, Systems & Audit. Before joining Gammon Tony held a number of senior safety positions with Balfour Beatty.

Tony Wong

Director – Building

Tony has been with Gammon since 1998 and was appointed Director in 2018. He has over 25 years of experience in site operations, project management as well as business management; and has solid track record in delivering challenging building projects. Looking after the building operations in Hong Kong, he is also responsible for driving the growth of interior and Macau businesses.

Sherman Tang

Director – Building

Sherman joined Gammon in 1998 and, with his extensive experience in construction, has led significant projects that have earned numerous awards. He has been deeply involved in different aspects of construction projects, from pre-construction advisory through to completion of a diverse range of developments. He has a solid track record in leading large-scale projects. He is an Authorised Signatory under the Buildings Ordinance.

Michael Wong

Director – Civils

Michael joined Gammon in 2000. Founded on his comprehensive experience, Michael brings extensive expertise in various aspects including project tendering, cost estimating, value engineering, risk management and safety leadership. He also has rich experience in site supervision and project management of major civil engineering initiatives.

Michael’s exemplary leadership was pivotal in securing numerous industrial awards. He currently serves as the Vice Chairman of CIHT Hong Kong.
