Opened in 1998, the HACTL SuperTerminal 1 at Hong Kong International Airport was once the World's largest air freight handling centre. With an annual capacity of 2.6 million tonnes of cargo, it comprised a 5-storey Cargo Terminal Building and a 2-storey Express Centre with floor areas of 271,000 square metres and 44,000 square metres respectively. A fully automated cargo handling system lied at the heart of the complex.

Gammon was employed in joint venture with Paul Y Construction to construct the complex, including associated mechanical and electrical works. Gammon's share of the joint venture was 55%.
